It's genius how you made fun of the game not being scary because of the focus on combat, and the wonky camera. ;D

To be honest, having just tried some Shattered Memories, I didn't mind the combat in Homecoming. It made you too powerful mostly because you could spam the dodge move. I'm not certain yet, but the running-only approach might not be "the way forward" either. It didn't win over all the critics, I noticed.
Silent Hill 1 made sure to make the point your character was a "regular guy." When you aimed the gun, his arm wandered. When you ran for too far, you got winded.
I think the Homecoming combat could work if your aiming reticule wandered, and got thrown way up with each time you fired, like it would with a regular guy. And if the dodge move (say a backwards somersault) was done too close to a wall, you would smack your head and fall on your ass. And if it just plan didn't work, sometimes.
