I don't know anything about Cook Wars, so I'm going to invent a fiction for it: The year is 1997, and an evil empire of bad taste has driven a prophesied child-gourmand into the underground.
Flash forward....
20XX: Our protaganist has come of age...and flapjacks rule the land. As a player, it is your job to destroy the evil empire of Waffle House and bring pâté de foie gras to the people.
The global palate can no longer make room for hot dogs. It's time for a revolution. In the future, the fate of humanity remains undecided, but one thing is certain: It's bland.
Or something.
This game is probably a cook-off, cash-in of the Top Chef premise. Really, you can make up whatever story you like. People cook, and wars happen.
