"(SPOILER ALERT) I chose to save Carley.  This was an easy choice to make.  Not because she was a female and I wanted to be a knight in shining armour but because the game is scripted and set up for you to bond with her.  If you think about it when you take control of Lee your closer in distance to Carly than Doug so the game sets you up to engage her first which is similar to the end sequence when you engage Glen first. 

You would want to thank Carly for saving your life.  The sacrifice she makes, braking away from group and place of safety much in the way Glen did in the tv series is quite heroic.  Because of her actions Lee is able to get inside the pharmacy.  She saves you again by shooting the walker that you were struggling with after saving clementine.   She saved you 2 times in under 5 minutes.  During the whole argument where the two groups debate the risk Carly made in shooting the walkers and saving your group Doug is no where to be seen and is the only person that stays quiet when the rest of the group have an opinion.  Larry wants you to leave, Lilly thinks Carly should of left you to the walkers and Glen agrees with Carly that you needed help.  Following these events Lee has more to talk to carly about and becomes more interested in her background.  He will ask her how she is doing as the relationship develops.  The game then tasks you with setting up the radio for Carly not because she is stupid this is merely done to set up the conversation tree that follows where you show concern and console her. 

When you go into the office a cut seen triggers of another conversation with Lee and Carly where she again shows her alliance by keeping your secret.  When Glen gets in trouble she is the one that goes with you to save Glen.  During the motel sequence the game shows how your brains and leadership with her gun skills makes for an effective partnership.

I chose her over Doug because I spent more time with her so i cared more about her.  More conversation opportunities equals richer characterisation making her seem more real.  Lee even had more trust in her than he did with doug.  He holds back from telling doug what he knows during his short sequence with doug and even seems upset with him when he comments on the walker that we know is Lee's brother and again when he is hurrying Lee during what we, the players know is an emotional moment for Lee.

If the decission was between saving Kenny and saving Carly I would have saved Kenny for the same reason, the relationship being better.  I would not have considered what skill could benefit me most.  I don't think you do in the real world.  You would choose your closest friends or family.  With regards to the Carly vs Doug debate around their usefulness in an apocalypse even Kenny regards Carly as an asset to the group suggesting she gets rest because she is a good shot and he wants to keep it that way.  At this point in the story Kenny is in a leadership role and acknowledges her value, yet he says nothing to Doug, nor does he engage with him.  Doug is asigned as a look out because he has no recognisable skills when Kenny is delegating responsibilities. 

In conclusion Carly over Doug because the game is steered towards Lee having a better relationship with Carly through the set pieces etc and saving Carly has the additional bonus of keeping the only person in the group with a gun alive.  Though I am sure doug will have some advantages to being in the group for those who kept him alive for the next episode, I personally didn't feel any connection to him and I definately didn't feel as upset about him dying as I did when I couldn't save Sean."
