The same reason Madden or Call of Duty doesn't really change year to year. If sales are always going to be strong, why try and do more?
Though, I will say, I think a lot of it has to do with the Japanese game design philosophy. They are very strongly in favor of consistancy than innovation. It's the reason why long-running franchises like Street Fighter, Mario, and Sonic have never really changed in formula. Though, when they have, the results have been less than stellar because the teams are usually out of their element.
See the Street Fighter EX series and the Sonic Adventure/Rush series' for proof of this.
I think as the game grows older and they run out of ways to generate interesting Pokemon that we'll see the changes I've covered come in to play. I really believe that the lack of a console version is purely because Nintendo still seems apprehensive about online capability in general.

"While the glitches were a lot of fun back in the day (and, in my original playthroughs, were the only way I ever got a Pokemon to Lv. 100), it's impossible to include such things now, especially since the games' design philosophy are so tied to competitive, 1v1 play.

But, that's the rub, isn't it? Game companies don't give things for free and expect a negative reaction. I felt backlash from a game developer in the UK once when I was given a full version of one of their games, only to give it a scathing review. I later heard back from them, passive-aggressively mentioning that they had sent me the collector's edition code and not a late-cycle review code.
I did the email equivilant of a shrug and told the development lead that it didn't change the fact that his game was bad. Whoops.
Journos in the games industry need to hold themselves to higher standards before anyone outside the industry can be expected to. A great example was the quandry Penny Arcade went though many years ago about accepting sponsors from games/developers. I can't remember when, or the details, but it's something that reminds me that it's very easy for those in the system to be wide-eyed about getting paid to work around/with a hobby they love. "
