BioShock. A game that is flawless in every way. Great game play, Imaginative aesthetics and setting, and above all, a story that can be compared to great literature. Bioshock delivers a story that is engaging and characters that are fantasticly written. The world of Rapture pulls you in from the first time you see a Big Daddy to encounters with characters like Sander Cohen. With many different ways to play the game, tons of weapons and plasmids, and endless character customization with tonics, BioShock provides one of the best video game experiences that will ever be made. Not only do I believe that BioShock is the best Xbox 360 shooter, I also believe it one of the best games ever made.

Odd- I've just finished writing something about Bioshock myself.I wouldn't say it was amongst the very best ever, or even a very good shooter, but Bioshock's atmosphere is unmatched. Makes a very good point about games at large, too
