The video says that this speedrun is tool assisted.
That makes sense, since he always get the mushroom.
Tool assisted just means that he used an emulator, so he could save his game and reload if he messed up, and also play the game frame by frame in order to make it perfect. It doesn't mean he used cheats like you would find on an Action Replay.
It still explains how he always got the mushroom. He slowed the game down enought o get exaclty what he wanted exactly when he wanted it.
Those are some pretty ridiculous glitch abuses! The tracks he had to more or less do legit were pretty impressive. You could probably do most of this without speedhacks, mushrooms aside.
