E. Honda here. When I'm playing fair, I play as Cammy or Ken, but playing as Honda in online ranked matches in Street Fighter II Hyper Fighting on XBLA several years ago was a blast.
It's not because I cared about my rank (I only play with friends, and for fun, not to be pro), but listening to the other guy rage over the microphone as I cornered him and destroyed his precious win streak was delicious.
Sakura. A character that exists as an eternal underdog is appealing to me as i've never been good at fighting games. So when I do manage to beat someone without even being good at her combos they know that I just straight up outsmarted them and not because I take the game super seriously. The character is also a fantastic rushdown beast in MVC2 and should have been in MVC3.
Ryu. A lot of people think he's a boring guy in a generic outfit, but that isn't the heart of the character. Ryu is someone who has found something that truly means everything to him. Fighting is his life; it defines him. He doesn't need fancy clothes or expensive cars. He doesn't need gourmet food or a million-dollar mansion. He just needs the next challenge, to test himself against new people in new places. As long as he can keep pushing himself in battle, he has everything he needs to be happy.
My favorite character is sadly absent from SFIII: Vega aka M. Bison. I like playing as the bad guys and he's truly evil, plus his Psycho Crusher is one of the coolest looking moves of all time.
As far as III goes, I tend to choose Gouki/Akuma because of the evilness and his Shun Goku Satsu super move.
Of all time? Hmmm. Has to be one of the original fighters then! I'll go with GUILE. I was a huge G.I. J.O.E. fan and GUILE made my patriotic heart beat faster the first time I saw him. The essence of cool is the term that Sonic booming and backbreaking powerhouse that is GUILE. The first time I smashed my enemies spine in half grabbing him in mid air and I never wanted to play anyone else. I think I made a good choice since GUILE has been a TIER 1 character in almost every Street Fighter ever since!
Only SSFIV made me branch out a little bit. It made me develop a curious crush on ROSE. She is just so different and her deflect attacks / combos are just so much fun. The fact that almost no one plays her throws %80 of the people off their game. I love that! But that wasn't the question.

Blanka, because nothing says Brazilian like a green skinned, red haired monster that can electrocute people. Plus, he makes pound cake.
I've always liked Zangief. Despite his portrayal in early SFII, he's always had a goofy demeanor in the end, plus, he gives you the satisfaction of pile driving your opponents!
I mean, in SFII's ending, he danced with President Gorby. In SFIV, he showed some kids how truly awesome at wrestling he was.
